Dragons were notoriously private most of the time, but every now and then several would come together for.. well, whatever kind of business it was that dragons did. Humans had theories about why swarms of serpents would tangle themselves in large clouds of scales and smoke. Some thought it was a mating ritual, some thought it was a tribal bonding, some even thought it was a magic ritual to give the creatures their extreme longevity. Whatever the truth, the reality was pretty simple for the towns folk, when the dragons swarm, you ran until you couldn't see them. Almost every season, some adventurer with too much curiosity and not enough sense wanders too close to the swarm to get a better view, and ends up as food for the frenzy.
